Every graphic card nowdays supports it. All OSs have support for it.

Pretty much any modern graphics/video card based on either the NVIDIA chipset or the ATI chipset will support OpenGL. So when you purchase your new computer, check to make sure the video card is based one either one or the other. Watch out for the cheap computers with built in video. Otherwise, you will be fine.
